Maryland Homeowner Talks Redlining Practices in Prince George County

Maryland homeowner Jacqulyn Priestly joins BNC to talk about the lowball appraisals of homes in her area, which is being called “the new redlining.”
Priestly says she’s in the process of getting her home refinanced and she worries “that the home will not appraise for what it cost to build.”
Priestly, who owns her home in Prince George County, said that she and others had been hit hard by these practices. She and her neighbors have seen similar homes in neighboring counties be valued twice as high as homes in Prince George County.

As a REALTOR, I’ll say we need to unblack our homes before they are appraised and don’t be home when the appraiser is there. That’s the sad reality.

@@djsimma8617 if it doesn’t appraise for the price they want to sell it for, no lender will pay over what it’s appraised for. That would only work if a buyer is paying cash and they don’t care about the appraised value.

As an appraiser doing inaccurate appraisals will eventually dry up your business. People think its discrimination but its expertise. Lenders and especially AMCs want the cheapest person they can find and wonder why they get sloppy work. If the lender gets an appraiser and you don't agree, hire an independent appraiser to challenge but most scoff at the $500-600 fee. Even though it could save them Hundreds of thousands. Appraising follows any profession, hire a cheap surgeon get a questionable result

I just built in Loudoun County in Virginia which is considered the richest County in America by Forbes. I am black. The cost to build my home was $650k+. It has an appraisal value of $800k. We closed in May. As one of few black families here, I understand her issues. I had a very good team of people who worked with my husband and myself. We received the interest rates of dreams. I am saying this because I was very particular about who I worked with on purchasing a home. It was a very good experience for us. We kept our team for building our home tight and close to us the entire time. I really wish this family the best especially having lived in that area.

I grew up in Prince George's County and at one time it was the richest African-American county in the nation. It seems we are having to fight old battles that we won decades ago. First voter suppression and now back to redlining? Smh. These houses in PG County should be appraised for more than say Montgomery County simply b/c it is closer to Washington, DC. Yet Montgomery County is one of the richest counties in the nation. And that is mainly b/c of Potomac, MD. But you have to wade through the traffic of I-270 to get anywhere. Traffic is terrible on the 270 -- that alone should bring down its value. Anyway, that's just my two cents.

@@justcallmebon2684 -- That's so true the public schools have come way down in ranking. Montgomery County has a much better school ranking. But I think Anne Arundel is the best in the State -- if I'm not mistaken.

That’s crazy because both PG & Moco both border DC so both are actually just as close. PG has higher crime and a worse school system. Also, Moco has more high paying jobs based there. Most people in PG that have high paying jobs all have to commute to Moco, DC, or VA every day to go to work. All that factors in to home values.

@@djsimma8617 it is true that a predominantly minority neighborhood will have cheaper home values than a predominantly white neighborhood/city/town. No matter how nice the neighborhood is. The fact is most homeowners do factor that in when buying a home (school systems). Honestly, in my opinion the houses in PG are currently overpriced, but the whole DMV area is way overpriced in general. PG really needs to work on the school system & getting more companies/organizations to have offices in PG county. That would make it more desirable to the masses.

I lived in PG County for 7 years--there aren't "millions" of African Americans living in PGC. Here is the problem with the residential values: The public schools are average at best. You will be hard pressed to find a high rated public middle school anywhere in the county and only a handful of good elementary schools. Most of the middle to upper income African Americans that live there send their kids to private schools--which I believe contributes to the problem. The culture is very aspirational and conspicuous with folks bragging about what private school their child attends. And the truth is, the private schools in PGC aren't that good either. For us the choice came down to sending our kids to private school in Annapolis and not see them much or home school. We chose to home school them with an online private school. Improve the public schools in PGC and you'd have a much better example to compare neighboring counties. It's going to take more than just money to solve this issue. It would take a cultural shift.

The school system in PG is ultimately what is keeping my husband and I from buying in PG. it was upsetting because we were looking forward to moving to the county but after a lot of research it didn’t make sense to do so.

So true. The school district that I lived in in St. Louis continue to have school improvement tax levys totaling over 100 million over the years to ensure the property value grows exponentially. You can’t buy a house there unless you have at the least 250k on a mortgage.

I'm really happy that I listened to the entire exchange. It was tough at times. I say it was tough at times. I say it was tough at times because it sounds as though the homeowner did not have a concrete business plan before starting the new project.. If you cannot get financing for new home construction with a calculated ARV which is after renovation value based on neighbouring comps then what you did was a labor of love. I hear you on appraiser malfeasance but you must also make business decisions when conducting business. The area looks lovely. As you stated the area being 60% Black your issues are with banks and congressional representatives. I wish you well.

Wow! Redlining? The definition of redlining is refuse (a loan or insurance) to someone because they live in an area deemed to be a poor financial risk. They overvalued her neighborhood, that's not redlining.

This is really sad. My husband and I are looking to buy our first home as newly weds and I really wanted to buy in PG county as we are young successful black professionals and want to be surrounded with people like us but every time I do research there is always such negative information popping up. Between this, school ratings, crime, and the apparent food desert. It is really hard to convince ourselves now and I really really want to live here so my kids can be around people that look like them🤦🏽‍♀️

This is BS. Appraisers just describe what's going on in the market. They are on the outside looking in. Appraisers are unbiased and only care about the sale prices of similar homes in the same neighborhood

Inflation and increase in lumber (up 400% this year) as well as major increase in all natural resources causes these types off effects on the value of real estate. Every time there is a downturn, it will always hit communities with POC harder. This is difficult on all levels.

The under appraisal of black-owned homes/land is absolutely occurring. As it pertains to this story, I didn’t really learn anything, nor did I hear that it actually took place with the interviewee.

Agree. No specifics mentioned here, seems like the homeowner fears forthcoming under appraisal but she nor the host nor we will know until the appraisal arrives & then be compared to appraisals of similar homes in same/similar neighborhoods. In addition, no mention of skyrocketing building materials, making new construction much more expensive.

there is no redlining in PG county. Homes cost less because the county has the highest crime rate in the area and lousy schools.

growing up in PG county for 20 + years the neighborhood 7-11 is now an Urban Market that accepts EBT! Thats why PG county is less expensive. The free market will establish the value of homes just like everywhere else.

Home appraisals are figured by the sales within a mile of the subject property, similar finish, size & age. You can’t take the same house in the next county and argue it’s comparable. Also, in this market with low inventory and high demand, few appraisals come in at value since the list prices are rising faster than the homes are sold...and sold properties are used as the strongest indicators of value

Absent of any comparitive data to similar homes and homeowners in the area and of surrounding counties( to obtain a wider sample or more testimony from others), the allegation in this broafcast that 'appraisal is the new red-lining' is not substantiated -- at least not in this case. The reporter/ host ( indeed BNC itself) should have done much more investigative work before making such claims or at least have knowledgeable people on who can actually attest to such claims. Nonetheless, I do support BNC's ongoing efforts to provide news and commentary relevant to the Black community. 👍🏽

This has been done countless times all over the United States. The Atlanta Journal-Constitution ran a 5-day piece back in the 1980s talking about this in Atlanta. To act like this needs more verification is beyond stupid at this point. We KNOW these things are going on and have been for decades.

I live in PG County, MD. This is one of the most sought after areas in Maryland thereby making it expensive af. Also, it’s the richest black county in the country, but let’s be honest, the crime rate has skyrocketed as opposed to Montgomery County or Anne Arundel county. So if the appraisals are a little lower than the other counties, it’s not because of racism, it’s because of crime.

She didn’t really point to any specific instances of this happening. It seems more like she’s worried that it’ll happen. There are ways to find out how much of a loan you qualify for before going to a bank. Just because the home you want costs $600K doesn’t mean you qualify for that amount. Where is the evidence that the people qualified for the amount they needed? I love that we’re putting together our own new network - and I’ll keep supporting and give y’all time to improve - but I don’t want a network full of emotional stories. I want facts and stats.

She could’ve pointed to comparable homes in the same county that are owned by White people that were appraised at a significantly higher value. BOOM, supporting evidence. This is happening in most Democratic states and in Florida, this happens to families in California also. while blacks continue to suffer in housing, poor schools, on jobs but since we have no senators we have no help. When you are selling your home please find a white person to come when your home is being appraised, take down all black art and rent a Telsa or big Mercedes to put in the driveway. America has never like black people and continues to promote hate on us, do like Asians and support your own everything hell Asian drive their own cars Lexus Toyota Nissan buy their own products and send their children to your schools and their own where you are not welcome.

I am in appraiser (Did not do hers) and its utter nonsense. You don't need to be an expert to know if you build a 2 million dollar home surrounded by 700k homes it would effect your overall value. People build dream homes don't care about its effect on the market until its time to sell. or refinance. Now they are faced with the reality they over-improved and want to blame the appraiser . What benefit would there be for an appraiser to do this? Shes starting the crusade against appraisers but has she actually talked with one? Did the media interview any? Just like any profession, not everyone expertise is the same, hire a cheap appraiser you get a questionable result

There isn't enough black wealth for black banking to work. Black banks ultimately will have to rely on white bank reserves, and they will not play nice. So that's not the answer.

Underappreciation is not the same as red lining!! What would be problematic would be significant differences in truly like homes. In a boom or bust, under appraisals are common. In these period, risks to banks are high.

@Amine Williams Grow up. Appraisals are about NUMBERS. Simple. So the numbers need to be legit and they need to support the narrative that’s being spun. If they don’t, then it undermines credibility. These days, Charles County boasts some of Maryland’s highest incomes, and its Black population is soaring it pulls in $104,000 a year, easily outstripping the median income of $86,000 in Prince George’s

FACT- If a home cost $400,00 and a person puts $30,000 down on it, you did not just BUY A HOME. What you did was put $30,000 down toward the purchase of a home...People kill me when they say they just BOUGHT a home and are still paying on it,,That house can still be lost.. This sounds like the college student in Wisconsin who started a fire in her dorm, and blamed it as a racist attack. When camera footage caught her searching for folks in the dorms, going into the lavatory, coming out, and 15 mins later smoke rolls out the bathroom. It's easy to point the finger at yourself, but easier to point the finger at others for making terrible life choices. Besides, in Indiana, it costs me 250k for a 1700 sq ft house to be built currently because of material prices. If the market isn't as strong or I pick a crappy construction company, do you think my appraisal (after construction) would be as high? This News source is highly divisive, not only in content, but in name. Be careful what you feed your minds.

Im an unabashed right wing black male and I can tell you for a fact that this reporting is inaccurate at best, deliberately dishonest at worst in order to gin up more racial hatred. I live in a red hot housing market in TN--the simple fact is that the majority of homeowners are over-levered with housing loans just like back in 2005, '06 & '07. Interest rates are artificially low and the banks know that they can only assume so much risk in a housing bubble where prices are up as much as 50%. I have several white friends who have been looking to sell their homes and have been under-appraised. It's not a race issue at all. Even celebrities whose mansion sales have been in the news have sold their homes at major losses. Again, it's called a "bubble" guys. This coming economic collapse is about to hit everyone, not just minorities.

Just because something happens to White people doesn’t mean racism isn’t at play. It’s chess, not checkers...so sacrificing pawns is part of the game. The smart move is to compare the rates of under appraisals by race. If they’re the same, THEN you can say you have support for the claim that racism isn’t at play. But “I know White people that...” doesn’t cut it. And I’m not sure where you’re going with the “banks can only assume so much risk” thing. Are banks not processing applications correctly and making sure that the applicants can afford the new, LOWER monthly payment? That they have a reliable source of income? A good payment history? I don’t want to shock you, but BANKS LIE! They’re using rhetoric that sounds reasonable on its face to justify robbing people. So, again, play chess and scratch beneath the surface. Their “risk mitigation” claim doesn’t hold water the way you made it seem like it does. That being said, I do agree about this coverage. I kept waiting for the evidence that something nefarious was going on and it never came. Hopefully, the coverage will get better over time. If they read the comments, it should because we aren’t the only ones that felt this way about the coverage.

So they're saying that folks would rather pay a lot more to live in an affluent White community than to live in a mostly affluent Black community. And if you build an expensive house in a predominantly affluent Black community you can't sell the house and make a profit but rather, you will sustain a loss. I would first question whether Jacqueline is a capable business person. Does she have experience building? Did she have cost over runs? Maybe that land isn't nearby shopping centers or freeway offramps. Very poor reporting on behalf of BNC News. They seem not to believe in objective reporting but only in taking anecdotal stories. Why should banks appraise in a crappy area? Why should they make loans at all when there is a high rate of walk aways? Banks don't want to get hit like they did with Obama again. So they send out out highly conservative appraisers. If you don't like the way banks do business start your own.

You’ll live your life walking on egg shells, if you try to convince people not to mistreat you. @@RaffineDebauche That’s not my experience whatsoever. It’s very unfortunate that we’ve adopted the idea that anything that goes with us is someone else’s fault. I look at black neighborhoods and I see the reasons people don’t value our communities as highly. I’m actually about to go and pick up trash right now. You think our schools are bad because of the teachers? Really? How much are we as a whole stressing education? That’s why the schools are bad. Sometimes we are a major part of our own problems
