when they pulled up to take Mash's gold coin, it made me think of the Akatsuki, especially since that guy is using water and can turn into a shark like Kisame haha. Also I wonder if that person is also someone without magic and potentially connected/related to Mash(mainly bc of eye color)
the masked dude said " he was the same type" his eyes kinda looked like mash's. he wears a mask, maybe because he has no magic either, yet he was able to cancel the gravity magic from activating...so what if humans with no magic actually have abilities that are not magic but still powerful, this could explain why magicless people are murdered, because they have the potential to awaken abilities that beat magic.

My theory is that girl (yes, I think is a girl) has "no magic" because her eye is like a magic blocker, so her power blocks her own magic but others too, so she trained on magicless combat, therefore immediately recognize mash as magicless because only a highly trained magicless human can do that in the presence of magic blocker...that's my theory
