Cereberus in its original goal is to help humanity advance in relation to other alien races because at the start humanity is completely at the mercy of other races.For all the bad cereberus does there is an equal amount of good. Reviving Shepard is one of the best things they did but they also fought against batarian pirates in the verge etc. Cereberus are humans man come on you gotta support your own species at least in its advancement.
Well he wasn't given much choice, they fought as long and as hard as they could, kind of hard to keep doing that when supplies are running out and your men are starving not everyone is that Japanese man that fought ww2 until the 1970s.
Bioware should make a game where you play as a Cerberus member. I don’t mean like Shepard in 2, but a full blown member. You could determine what lead the character to Cerberus during the creation process, along with you career (scientists, soldier, etc). Then over the course of the game, you could rise through the ranks (by following Cerberus ideals and protocols) or leave and fight Cerberus when you learn more about them. But that might be difficult, the amount of dialogue needed, enemies to be programmed and the “How do we make the stay or go choice effect the later games?”.

Inspector Javert I honestly find more of a connection with that of the beginnings of the Nazi Party in Germany in the 1920s. A time when their Anti-Semitic, Racist, and Xenophobic messages weren't that particularly widespread and allot of the times they did horribly in national elections, especially during that short boom period in the 1920s when Hitler was in jail and the economy improving. But besides that, when the Nazis were starting out they used far more blunt and direct methods of political corruption and violence rather than the secretive bribery and "accidental" assassinations of Cerberus. Despite each other's methods they are also most no different. Instead of Jews Cerberus wants to make people see other sentient life forms(Turian, Asari, Salarian, etc) with distrust and prejudice. Sure there are INDIVIDUALS in Cerberus such as Kelly Chambers who aren't xenophobic but their ORGANIZATION and IDEALS point far more to Human Supremacy and prejudice specifically against "Alien" beings.
