thank you! Why is the alkene a radical and + charge (neutral) for the dehydration process though? Why isn't H20 the radical, and alkene the +?

can dehydration only occur on primary alcohols?

Yes, but it is a bit more rare as primary positions are not ideal for cations OR alkene formation (i.e. E2 reactions)
