As for allowing it, it would cause way too much outrage to ban it (look up the troubles in NI, even though its ended there's still an us vs them mentality), and the major party in NI is the DUP, a unionist (Loyalist) party.

A 'tim' is a derogatory term for a Celtic F.C fan here in Scotland. People in Northern Ireland use it too however due to their high support for our old firm teams (Rangers and Celtic) seeing as both of the teams have their connection to the protestant vs catholic religious divide. No, this holiday is not celebrated in Ireland. It commemorates the defeat of the deposed catholic king of England James II at the battle of the boyne in 1690. It's a unionist/loyalist (loyal to the queen of England) holiday, there aren't any of those down south.
