It's a specific type of carrier, but it is indeed a carrier. There are no F-35Bs on the deck but it can carry them, and the F-35B/C are the most capable carrier aircraft in existence right now. The C having more fuel and able to carry larger bombs internally, but requiring the supercarriers.
