Mastering Ballpoint Pen Shading: Technique for Great Artwork 

Okay Well it could be that the brand of white gel pen you got might not be workable with ballpoint pen. I once faced same issue until I got a good gel pen. For gel pen to show really well, it's achieved with multiple repetition on the particular space you work on.

Okay Well there's no specific pen for shading. The reason why most pen artist uses this pen is because of the broad tip it has, it makes shading easier to achieve. Any pen with a broad tip that you have is good to go.
