To me, it was due to the programmers having less to work with ... so they did everything they could to support the weaker graphics with ambience and atmosphere. The ultimate example imo is the early Splinter Cell games ... The graphics are nothing compared to what consoles are capable of now ... but I've yet to play ANY modern game that made my spine tingle like it did in the first 3 SC games. Controlling Sam as he moved through shadows ... listening to guards walk past you just feet away ... it was pure excitement. But as graphics improved, the programmers felt the need to make it all more jazzy and action packed, killing the atmosphere and mood.
Limitations. Play a game with infinite hp then play it with 1hp and see the difference in effort you put in. Video games have gotten significantly easier to make because shits not scrapped nearly as much for being beyond the technical scope. If they want to brag about something they’re just gonna.

I always wondered if someone actually lived in those apartments. I understand that the game was designed in a specific way but it would have been interesting to see from a height one or two NPCs or random police cars on the street other than the mobs. It always felt so empty but that's something what made the game different.
There's a couple of levels on a game called Fahrenheit / Indigo Prophecy that has a cold but at the same time, a weird cosy vibe like this too. Quite a surreal feeling indeed... 😊
