Some countries would be nigh impossible, but perhaps if you were allowed to save-scum events and utilize multiplayer and have some friends play the necessary nations and go down the necessary paths.

Too op, not even India can use all the cores of India. Although at this point the imperial federation is already the most op country so adding India wouldn't have made much of a change
