"Reverse financed" internships are long tradition. If you wanted to intern in a big law firm or finance, they essentially made you pay for the oppurtinity to get it on your resume. I did not see it being this cheap-ass, they just basically charge a fee to process your application AND you are working for free AND you are paying for whatever costs it incurs to you to work there, including equipment they tell you to get for it.
About the cicada thing, some states in the east coast US have billions of sex-starved cicadas making a shit ton of noise outside. I don't have anything near me but the sound is so loud that I constantly hear a weird low pitch droning noise driving my car with loud music and the windows up
