I think it can, white bellbirds which are the loudest birds have a mating call that certainly does damage, although I think the 130db for a macaw is actually way off, it's got to be significantly less loud because that is very extreme.

They have hit 130 on the decibel meter but it maxes out at 130. The macaws' screaming is actually probably louder in the enclosure but what I see on Google has them normally between 100 and 110.
