I grew up with lots of dudes who had no gang affiliation whatsoever and had heavy connections to people in Mexico. People from the El Monte area who wanted to come up and not pay taxes stood away from anyone gang related. I'm talking people who were moving weight state to state or some internationally. This goes back from a generation before mine, I know old school El Monte coke dealers from the 80's who kept it low key, did their business and moved out of El Monte as soon as the money was available.
