Beric needs to be Chief of Police, not chief of pleasing people. Cops can't catch a Grime van, so why do they think faster cars are the real issue? And when they accidentally catch someone, they don't even know how to articulate the reason for chasing or arresting them... Beric would be a great shift lead, but probably not high command. He and McNulty want to be out on the street and patrolling too much for a COP, would love to see them teach more of the new guys in just talking to people.

Beric is a bad leader, people pleasers are the worst.
