I only have GTX 750ti I5 4th gen 8gb of Ram and it runs smoothly on medium settings

Yes actually i even sometimes use my driving skills in games and they work out quite pretty well and it always amazes me how much amazing the physics and realistic it is (even on keyboard) (Ofcourse to get best experience you have to choose perfect game perfect setting and perfect wheel to get best experience)
