I think that they never cut there hair because is a gift from there parents Or He is sending a massage saying that he is giving up on them or that he is letting go of his past with them or something like that (I don’t know I’m just guessing at this point😃)
I'm not really sure but I've seen somewhere (maybe on a movie) that when they cut their hair it means they are no longer from a clan...maybe I'm wrong about this (it's been ages since I've seen that movie) but i don't think this apply here....
They are shocked because in ancient China hair was seen as a gift from their parents so if a person's hair was cut they are either being disowned by their parents/clan or are getting ready to be executed
