What's the overall efficiency of the plant? 60-65%?

Great question. Combined cycle plants are quite efficient, but we don't have this plant's efficiency value handy at the moment.

the real question is this plant worth it with all the environmental crap California requires to keep Gavin Greusome happy while he dines and makes corrupt deals in the french diner.
