Lannisters were inspired by real life family of Lancasters. And if you switch up the syllables in Lancasters, you'll get Caslanters. That's way too similar to Cassalanters to not be directly based on that name.
They're not in the basic rules. If you buy the Player's Handbook they'll be available on there. Or, persuade your DM to do so/chip in a few coins towards a subscription.
Additionally, if you already own the PHB as for example a physical copy, you can use the built in tools for making subraces to recreate the Drow subrace as a "homebrew" race and then select this subrace when you later create your character in the builder.
I love Waterdeep it is the best city in fantasy. I wish they would clean it up a bit. I mean put an end to the under mountain also scull port and get rid of all the trouble in the grave yard.
