Althought it could be, I don't believe it was intentional, but rather just sloppy and careless. The entire sentence was way too long, trying to say too many things at one time. When Trump was president, he should have tried to change the law regarding appeals and stays, as it doesn't make sense that an order wouldn't automatically stay until the appeal is decided. Legislators need to revise the law so that a stay is granted once the appeal is filed, and the stay remains in effect until the appeal is heard. The current law is absurd."

If the government actually wanted to do something that would provide the resources necessary for the elderly to live, then they could and should. The entire system needs to be revamped to make retirement affordable for everyone over the age of 60 years old.
