Bah she gets absolutely obligated by both of them in game as well, that’s why she has to rely on her super to keep up with max. When max says she’s not ready she’s talking about how overwhelmingly weak she is without her vending machine, in lore she can’t just summon a vending machine at will every times she gets in trouble so that’s why max doesn’t want her to go in missions

I think with them adding an alternate attack with Meg's mech, they couldn possibly give Surge an alternate super ability after hes already level 4. Like after getting to level 4, his super is some other ability that makes level 4 even more useful, because right now, level 4 surge really isn't that much better than level 3.
