Theyre usually released by the artist themselves, since songs are recorded with vocals layered over the instrumental itself

There's a few ways they come into existence, mostly depending on the label or band's preference. It often depends on whether they think it'll sell, and bands famous for amazing music behind the vocals are most likely. Nowadays technology is getting better and better at surgically finding and removing the exact bits of data that comprise the singer's voice, but it's still not perfect (though this one proves we're dang near close!). Any of the following ways can lead to someone putting it on RU-vid, in which case we just search and hope a good quality one exists. Ways to get an instrumental (officially created): 1. Buy: The artist/label sells them every album (ex.: Nightwish) 2. Buy/Take: An Indie-level artist releases them if fans might like it and may or may not charge (ex.: Imogen Heap) 3. Buy Secondhand: The artist/label makes a deal with the karaoke/DJ crowd and produces instrumentals for specific markets. In the 2000's they often made it to CDs for consumers, and some have been found and put on the internet. This is the stuff of Goodwill/eBay treasure hunts. 4. Use Software: The artist/label gives a special track-separated batch of files to a game company who makes, say, Rock Band or Guitar Hero. These files can be ripped from the game itself with the right software. 5. Know Somebody: Someone knows people in the business and outright requests the separated tracks from someone involved in the actual production. Rick Beato is a famous RU-vidr who does this to teach about the ins and outs of making a song (see his "What Makes This Song Great?" series) Ways to get an instrumental (unofficially created): 1. Use Software: Get good software that can analyze and separate audio files. This used to be muddled garbage but AI and other advancements are nearing perfection (at least to a layman listener like you and me) 2. Use Software and Skills: If a song's background is looped or otherwise repetitive enough (think "Can't Touch This" by M.C. Hammer), you can go to Audacity or GarageBand etc. and manually pick apart and duplicate and splice the instrumental sections together to make it sound almost legit. You're basically remixing the song without the vocal sections. 3. Use Software and _Really Good_ Skills: Make an instrumental version yourself, and call it a cover.
