Maybe I'm a sucker, but the somewhat purposeful camp of Mego is it's biggest appeal to me. Even if a figure has a handful of design flaws, I'm still largely happy with them. I can find them around town for $15-$20 a pop so its well worth it for the sheer enjoyment their style brings. I love a good figure with great attention to likeness, detail, etc but I find I have an affinity for more "representative" and retro looks for toys.
As far as looking scarier that would be. The new one because one look at him . An you know something is not right an to stay away. But the original Pennywise is more scary as a hole . Because he looks non creepy at all. Until it's too late an he has you in his reach . Then it may be too late to get away.
