The Kuki Students’ Organisation Delhi & NCR (KSOD), register deep concerns regarding the recent directive to remove the 9th and 22nd Battalions of the Assam Rifles from their current deployment in buffer zones in Manipur and to replace them with the Central Reserve Police Force (CRPF). While we genuinely appreciate the government’s efforts to ensure peace and normalcy in Manipur, however, we strongly believe that the decision to replace Assam Rifles from the buffer zones is a step backwards in achieving that objective.
Manipur has been grappling with the ongoing conflict for over a year now and the situation remains volatile till date. Buffer zones has been established by the Home Ministry in May, 2023 and manned by the Assam Rifles in between the habitations of both warring communities, the Meiteis and the Kukis. The Assam Rifles have a longstanding sentinel presence in the Northeast region and have been a cornerstone in maintaining stability and peace in the region. In the ongoing Manipur conflict, they have played a crucial role in stabilizing the situation along the buffer zones and preventing further escalation of violence from the continuous onslaught of the Valley based Insurgent groups (VBIGs) on innocent villagers. We believe the decision to replace them with CRPF could have far-reaching and detrimental consequences in the ongoing effort to bring peace and normalcy in Manipur.
In light of these grave concerns, we urge the Central Government to:
1. Reconsider Removal of Assam Rifles from Buffer Zones.
2. Concerns Over Security Transition and Impartiality in Buffer Zones Amidst Peacekeeping Efforts.
3. Concerns Over Government Biasness in Response to Kuki-Zo and Meitei Appeals Raise Questions of Fairness and Transparency.
4. Disproportionate representation and resource allocation.
5. Immediate Removal of Chief Minister Biren Singh.
6. Prioritize Removal of Manipur Police Commandos to Protect Kuki-Zo People.
