"committee" is a pool of money deposited by certain number of people every month and credited to each member according to their PRE AGREED turn. A common method of saving money and getting advance payment amongst housewives, both urban and rural. Example: 5 people decide to pool in 1000 every month, so there is 5000 in the pool (some call it " kitty") every month. They decide amongst themselves who will take all that amount the first month and who will take the second month, the third, fourth and the fifth month. So, a person only paid 1000, but got 5000, same way next month another every body pay 1000 again, another person takes all the amount, so on and on till 5 months are over. Now the person who took 5000 in the last month had already put in 5000. you would say what advantage that person got? if she was saving 1000/month in box at home she would have 5000 after 5 months anyway. you are right, the last person did not get any advantage in this cycle of 5 months. When the next cycle starts that person may be the first one to get all 5000 in the first month. It is a way to save and also get advance money for your needs. This system only works when people know each other very well, they are close friends or relatives. Hope I made it clear.
