There's this beautiful moment at 1:14 where they just barely meet each other's eyes and it's like they know and it hurts it hurts so bad that my eyes are welling with tears I've watched this video over and over and it hurts worse every time.

Amazing! Does anyone know roughly how long it takes to make these and what to use?

It can take anywhere from 1-4 hours. Depending on the length, the search for clips, the placement of the clips, the story you want to tell, or the masking you may want to do. You can use iMovie, windows movie maker used to be popular, sometimes you can google any videos production software. I know Final Cut Pro is available on Apple computers. Sony has video software too. Sometimes making these can take days too. It depends on you and your craft. Good luck if you start trying it.
