Keeps the banks conservative (who cares if they are super profitable as long as they are functioning as lenders) and raises the oversight responsibility for the fed in a good way, they'd need to keep track of what they would lend any particular bank on an ongoing basis. One also imagine problems would show up early and be more easily resolved with this. Interesting. Note: this man is called Lord King.

But if the central bank take bank assets/collateral to let certain depositors run off, then this leaves a smaller amount of assets/collateral to cover the remaining depositors and exposes these remaining depositors to a higher probability of loss if the central bank takes a senior position to them.
