Probably, because the subbase is made of steel deck that's thick enough not to bend and crack the flooring and drop down, they decided it's not needed. Remember that aside from making the structure steady, the purpose of rebar is to hold the concrete together.
I think that’s for a different type of deck this only requires lap screws and weld they pour concrete on top am currently working on a building and they did that here
