In this instance he has Agitator 7 and Weakness Exploit 3. Since he has 70% affinity from both of those skills (50 from WeX and 20 from Agitator), there's no need to max out Critical Eye, since he has 30% affinity before any skills come into play. I don't remember off-hand if he uses any other sets, but to be honest, if you're good enough to keep up tenderization and keep the monster angry, this setup should be all you need.
