No it is not, New York is a one-party consent state. This means that only one party must consent to the recording of an in-person or telephone conversation. In other words, if you are a party to the conversation, you may record without the other person's consent. what many do not know is that New York is also a state that criminalizes eavesdropping. It is a felony.

Check signing happens in large companies on a weekly basis or twice a week. Often they are electronically signed but even when they are hand signed, it's with a stamp and after a review of the register. I have signed thousands of checks in my career and frankly it's pretty rare to look at them unless something is highly unusual. If you want to see who made the decision on the coding, go into the computer system and it will show who coded it and then look up the documents to see who make the decision to be coded that way.
