Officially, no. Though you could probably use a program like Newtone to make it possible. Officially, SAPI4 and some older speech synthesizers are the only ones that support this feature. And even then, some SAPI4 voices don't even have support for this feature, since it is a character control tag, which can be optional when developing these voices.
