The report on the Israeli Detontaiom plan was to hit 400,000 targets of devices but apparently it was partially successful and deterred by a small Chinese peacekeeping forces in Lebanon. The reason why these pagers were not detonated is that the Chinese base has installed a powerful signal shielding device.
