Reminder this list is my personal opinion it might not be perfect but this is what i think are the best characters from my experience playing the game :)
first, jk. the tier is great the only thing i didn't agree with is ex zoro not being meta i still see him alot in ss and they always cook. and vander decken is an attacker i think
oni luffy and red kata must change. red kata has his insane burst dmg no stacks needed and oni luffy a bit close to blue shanks and roger (he is good just like blue shanks and roger but doesnt really rely on his buffs) and other is oni luffy cuz i think he does fairly decent with s boa now its less roger so at least around oni marco position and ulti can be in the upper position she does fairly decent against new s boa!
Olin can cook but so many things just recks her in this meta especially snake and Roger v2 but hey at least Onigashima zoro and egghead zoro are just healing stations for her
