White didn't take the rook because the resulting ending would have been an easy win for Black. From the final position: 1.Kxh1 Qxf3+ 2.Kg1 ... (Instead, 2.Kh2 Qxg3+ 3.Kh1 Kh3 ... Black threatens checkmate on e1, g2 and h2) 2...Kxg3 3.Qc2 Qe3+ 4.Kf1 Qxf4+ 5.Kg1 ... (Instead, moving to the e-file allows Black to force the queens off, and the pawn ending is easy) 5...Qxd4+ 6.Kf1 Qc4+ The queens are coming off, so Black wins easily. This whole ending is a fine example of a hard-fought major piece end game. White had the edge for most of it, but once the initiative passed to Black, there seemed nothing White could do to avert disaster.
To take is a mistake he didn’t take the Rook because Tal would’ve have captured Spassky’s Rook with Check and with the King being right there he would’ve Checkmated him
