Guy said that Leon could beat him one in a million tries, likely meaning that Leon is a million times weaker than Guy… in that respect, Rimuru could realistically be on Leon’s level or above it by the end of Walpurgis. In regards to luminous, I’m not really sure how strong she is as she has no feats in the anime currently… I don’t think we can compare Rimuru to her as of now bc we don’t know how strong she is.
