I had the same problem... it turned out to be the rectifier that changes the voltage from ac to dc. It's a small, black square piece that has 4 wires going to it. There are 2, one for the regular clutch (top one) and one for high speed clutch (bottom one)... I replaced the bottom one and the high speed extract works now
Check to see if you have power to the clutch coming from the transformer. If you do, bad clutch. If you don't have power to the clutch, check incoming power to the transformer. Could be a bad transformer if you have proper voltage. Can't remember on this model of Milnor but there may be a fuse protecting that circuit. Or possibly a bad relay going to the transformer.
J Jr If you are sure that problem is the wash clutch and not the rectifier/transformer that power the clutch, you have to remove the belts and then the center mounting bolt screw. Once the the center mounting bolt screw is removed, you can gently tap the clutch/pulley off. The coil is attached to the jackshaft frame. It will be exposed once the clutch is removed.
