Billy needs to refresh his knowledge of Shakespearean language. "Wherefore art thou Romeo" is a line from Romeo and Juliet, meaning why are you Romeo. Juliet says this because she fell in love with the one person she should hate. At 11:56, Billy says "Sir, wherefore art thou", which would either mean Sir, why are you, or make no sense. I am assuming Billy meant to say "Where are you" in a fancy way.
