Locate the .minecraft folder by going into %appdata%. After you've done that you should be able to find a 'schematics' folder. If you do not, create one and add the nbt file into that folder. Now you should be able to load the schematic in the game! If you have any further questions then please let me know

I suggest you use the schematic table and empty schematic found in the create mod to load the schematic. The commands don't seem to work for me neither. Hope that helps!
