In the large ball mills they have liners to protect the mill. Then in-between the liners are lifters. Which help lift the balls so when the mill rotates in lifts them so they drop crushing the ore better. My advise would be lay small 1" angle iron down flat so the center is up and the 2 sides are down and welded to the mixer. Even smaller 1/2" angle might work. Or even round stock. Just something to help lift the balls more to crush. All mills even smaller ones have lifters.
You should get better recovery if you classify the ground ore and then re-grind the oversize. I would also recommend some Dawn or Jet Dry from the get go. The particle ratio I see in the pan looks like much more coarse to fine than most ores I have dealt with.

For what little it might be worth, I know a guy manages a copper mine in WA. They used to crush their ore to extract copper silver & gold. These days they leach it all out into a slurry with acid and recover the gold silver & copper from the slurry. Might it not make more sense to set up a leaching operation? Saw a guy out Kalgoorlie way who leached thousands of tonnes of gold mine tailings, and got back hundreds of ounces. There’s a lot of different methods I guess, just use what works best for you.

@@VoGusProspecting I'm a retired Marine Electrician/Engineer and had to make a lot of tools for particular jobs.Have you seen the slide hammers that you can buy to pull dents out of car body's? I modified one by welding a stop block on the bottom so I could pull and push and put a steel pipe on the end where the screw was located and put a steel bottom stop on it to use as the hammer against the chisel/wedgesl .Instead of using it to just pull I was using it as a hammer to seat wedges.Put the pipe over a chisel with some pipe foam insulation to hold the chisel and no more busted fingers or hands.You can get those slide hammers up to 20#s.I used that rig to pull and place wedges that held the field windings on big electric DC generators on the armatures.I've seen some that were built to spit wood with up to 4' long but the steel would be too soft for rock unless you used feathers and grease.Now you just need to get a good rock crusher and ball mill built.
