MR. PHILIPPINES WON NOT BECAUSE HE WAS FLUENT IN ENGLISH. IN CASE, YOU DIDNT HEAR HE DID PAUSE.. HE WON BECAUSE HE DID WELL IN ALL CATEGORIES. PLUS HE WAS ONE OF THE JUDGES FAVORITE TO WIN.
