A good public policy is rooted from the experiences and intellect of its authors. Creation of good public policy may require great amount of experience relating to governance in order to cover all aspect of society. Let us say that the policy is a cloth, and the different aspects of the society are the threads; in order to weave the perfect cloth for comfort, the policy maker should expertly weave every threads in society to create the cloth that should embody and protect the people. An excellent tailor could create golden cloths from the motley of threads he has. It is called mastery -the culmination of knowledge from his experience and intellect in governance and policy making. The manifestations of a good policy could be compared to a cloth which when worn by a common citizen could change his life. In short, a good public policy could turn even slums into great cities because of the genius of its design, it could turn motley of threads which represents the different aspect of the society into a masterpiece, a fine fabric, and when worn could easily change the appearance of the one who wears it.

Yes, the pandemic could generate new issues and will force the government to create outputs. It is already felt and the government already imposed several rules regarding it like the famous, Bayanihan to Heal as One Act. After the implementation of these new rules, it generated new feedbacks because of its cyclical nature. We learned that the government cut the budget of COA and other Agencies in order to prioritize the pandemic, that action also generated new feedbacks, and it will once again, reverberate into the central government and will influence new policies in the future.
We get a little bit of everything. Our policies are influenced by groups, the elites, and some policies are amended to tailor-fit the needs of individuals but most of our policies are dependent on the need of the constituents, it is deeply influenced by the input, making it lean towards the systems theory.
