They are too taken by his personality, which to the Indian mind can come across as being worthy because he shows himself to be strong (but what he claims as strength is pretty questionable). Most Modi followers cannot seem to have an objective discussion on what he is actually transacting. They call discussions arguments and try to make it about "winning".

I just watched _Homecoming King,_ and the thing that stood out to me most was how Hasan's father is the hero of that story. People can love Modi as much as they want but it's clear the kind of environment that his party's politics has created is "either us or no one else".
