Well even though there were warnings it would be this bad, people had a hard time believing it might be this bad since floods like never happen there, and never on this scale either.

First of all, California is pretty well known for advocating against a lot of that stuff, second, we do expect nature hitting us here, just u know in the form of earthquakes and fires. As I said, floods aren't at all common. Nature isn't a truly sentient thing anyway, it's just science. If we mess with the climate, we mess with the weather, which in turn messes with us.

Also, floodplains are areas next to rivers that flood, and montecito has practically nothing close to a river. There's creeks, but those are mostly dry half of the time anyway. Mudslides rarely happen because of unstable slopes, but not on this scale usually. Believe it or not, this is what's called a "flash flood," something to that usually occurs in deserts, not floodplains. This was so bad because the Thomas fire made much of the surrounding area unstable.
