This is the Blackpool Tower Circus section from 2008 TV series "The Convention Crasher". This documentary series followed Justin Lee Collins as he trained in different areas of variety in order to win at conventions dedicated to the chosen art. This is from the last episode, which was about clowning.
In this clip, Mooky (aka Laci Endresz Jr) trains Justin Lee Collins and gives him advice on being a clown. This was filmed in 2007 and there are many clips of that year's Tower Circus main show "Mooky's Masquerade".
Please excuse the bit of bad audio from just about a minute in - this was where a copyrighted song plays which had to be auto-edited out by RU-vid in order for this clip to be uploaded.
