When you have an important position with the government, the president needs to know ,that there is an emergency, incase his position needs to be temporally filled by someone else that can do the job.

So it's still not a huge deal but it's quite a bit different than the narrative you're putting forward. I'll admit I know little about how the military works in terms of being given an order. I assume some would follow the order and others would not, I guess it's whether or not it's allowed in the rules of engagement. That said, I was told it's every enlisted members duty to oppose an illegal order and remove those that have given the order. But, my buddy enlisted in the Army, and when I asked if the President gave the order to shoot Americans, would you follow the order ? He said absolutely. I guess that's under the assumption it's legal in the engagement.
