Russell had been clean 5 to 6 years at the taping of this interview. What makes you think he was high or drunk? He really wasn't famous when he was using, he was a BBC radio DJ and had done a show on MTV. Then he got clean, then became more widely known, not just in England.
there's many reasons why people never kose the accent of their region; some people choose not to, they have no desire to speak queens english. also some people travel about alot.
Everyone is different. You shouldn't judge people on their accents or anything unless the people in question are known to be bad and evil people who have done terrible things.
morrissey doesn't seem to have an accent at all (obviously it's distinctly british) but he has no regional inflections or colloquialisms. we can compare how they were raised. there's a lot of overlap between them (irish immigrant parents, working class) however both were raised in different decades, in different regions. noel and liam were deeply involved in the "lad" culture of manchester with the pubs scenes and the football. it makes sense why they developed a distinct dialect, heavy with slang. morrissey was lonesome and raised on a diet of oscar wilde and british soap dramas. it also seems he developed his accent as an extension of his persona but of course you could say the same about liam whose accent remains as thick as it was when he entered the scene. also, i understand all 3 perfectly as a mancunian, and i was raised on the outskirts.
