Pretty big spoilers so don't read if you want to watch the show, Homelander was born into a lab with no parents. He was essentially given powers through a serum. While growing up in the lab, he had zero interaction with anyone who could be considered a parental figure. Eventually it led to him desperately craving a motherly connection. A side effect of that is a really weird obsession with breast milk. It's pretty sad when you know the context but it's so strange and absurd you can't help but laugh or feel extremely uncomfortable
