I actually think the actor for Raiden did a pretty good job with the shit show of a movie. His dialogue is pretty good, and dude has some pretty good moves. I think the costume change, and shitty script is what totally screwed the character. Then again, his original costume probably wasn't fit for action sequences.

For those that say "shinnok looks like a normal person", the film came out before mortal kombat 4, so the shinnok's look was like a mortal, then, in 1997, they changed him. And, for those that say "rayden doesnt looks like rayden", i agree with ya.
Raidens original actor Christoph Lambert was off doing Highlander 3 I believe or another film, so they had to replace him with The Warriors actor James Remar. In this one, Raiden goes to the elder gods but gets asked if he was to give up his immortality for the kombatants, and he did, which is why he went from long hair to short hair.

One thing people failed to get is that in this movie Raiden became Fujin! Not only is his new look based on Fujin, but in this movie the Elder Gods are represented as gods of the elements, and there only is Earth, Water, and Fire initially, but at the end Raiden joins them as god of Wind, effectively completing the transition. Basically they fused the two characters into one similar to how they fused Cyber Smoke and Sektor, or how they fused the original and modern Kung Lao in the prequel tv show.
To be fair, at the time of movie's release, there wasn't much that was known about Noob. He really just was a black ninja who was spying for Shinnok. That said, he still sucks in this movie.
