Felicien Kabuga, a millionaire accused of financing the 1994 genocide in Rwanda which killed more than 800,000 people, has been arrested near Paris.
The businessman was accused by Rwandan prosecutors of using his companies to import vast quantities of machetes that were used to slaughter people.
He had a $5m (£4.1m) bounty on his head.

Rwanda is one of the safest and cleanest countries in Africa now. The people are very friendly and crime is low. It has completely transformed since the genocide.

@@Lessons4Life Too complicated, but I don't think that Hamatic tripe really was anything more than another thread supporting the tribalism and tribal conflicts generally, competition and dominance. Of course the Belgians did majorly fk the area up! Rwandans were not that sophistocated in the 80s when i was there. I always thought there was French backing/major stirrring at the time, though don't understand their 'reasoning' or have forgotten - likely they did not see/intend what would occur, but for control of resources and acccess to Zaire, BUT the extremes were actually perpetrated by Rwandans! Never forget, they made choices and acted, no excuses. I dont know for certain but I did not think Belguim had much influence then 80/90, or now. Divide and dominate being more relevant, always. No need for fancy concepts.

Feliciėn Kabuga is probably the biggest suspect arrested in relation to the Rwandan Genocide of 1994, In 80 + prosecutions at the now closed International Criminal Court for Rwanda. Kabuga could be despite his age the 'black box' that needed to solve unsolved mysteries behind the Genocide as the suspected 'nuts and bolts' man for his fingers seem to have been in every pie in Rwanda at the time during the early 1990s and the Genocide itself.

Agence Anadolu interviewed François Graner, author of the book "The French State and the genocide of the Tutsis in Rwanda" and the lawyer Laurence Davidovic, known for his studies on the foreign policies of his country Rwandan genocide: France implicated according to two French experts. The arrest of Félicien Kabuga by the French authorities, for his involvement in the genocide against hundreds of thousands of people in Rwanda in 1994, brought to light the case of crimes against humanity in Africa and the role played by Paris. France has been charged with "lack of political will" to investigate the 1994 genocide in Rwanda, as well as other war crimes, and to prosecute those responsible for these crimes before international justice. Agence Anadolu interviewed François Graner, author of the book "The French State and the Genocide of the Tutsis in Rwanda" and the lawyer Laurence Davidovic, known for his studies on his country's foreign policies. The two viewed the arrest of Félicien Kabuga as a good decision. Graner said it was "good news", adding that the Catholic church played an important role in this genocide and protected those responsible for it. "I have no concrete evidence, but, I have always wondered about the role of the church in preventing Kabuga from being arrested for years," he added. Graner also mentioned "the existence of people living in France, implicated in the genocide perpetrated in Rwanda" and that these people are "politically protected". He stressed, in the same vein, that "the arrest of Kabuga is not the result of the efforts of the French police, but, of those of the international police, which prevented Kabuga from fleeing this times ”. The hidden role of France According to Graner, some parties call on France to admit responsibility for the genocide committed in Rwanda, while others try to hide this reality. He said that French President Emmanuel Macron had formed a commission of inquiry into France’s role in the crimes of genocide in Rwanda and that it was a correct decision, except that it was not sufficient. The commission in question indicated in its report, given to Macron last April, that "the French state had not participated in the genocide in Rwanda," said Graner, who said he was "worried about the desire to hide the truth ”. France supports deadly systems The French author assured, in the same context, that the former president, François Mitterrand, has always worked to camouflage the role played by the French state in crimes against humanity committed in Africa, although Paris has totally supported the system responsible for the genocide, regardless of the repercussions. He said France had offered all kinds of military and political support to those responsible for the genocide in Rwanda, through the deployment of mercenaries and weapons, under diplomatic and media cover. Graner stressed that he is fighting for France to officially recognize its role in the Rwandan crimes and to bring those involved to justice. "We want the justice system to do its job, we have filed several criminal complaints and in some cases managed to reveal the identity of people linked to the genocide so that they can appear before the justice system," said Graner. The genocide wing For his part, lawyer Laurence Davidovic said he was happy with the arrest of Kabuga, considered to be "the leader of the armed wing" of the genocide. He added that France sheltered foreigners implicated in the massacres of Rwanda, some of whom benefited from French nationality. According to Davidovic, there are parties dedicated to the defense of these criminals, "that is to say that they are protected in France". "The judicial procedures become slow when it comes to the Rwanda case, the Justice is called to be more efficient," he said. As for the commission of inquiry, quoted by Graner, Davidovic considered that it "was not neutral". Likewise, he said that "France is home to criminals involved in the genocide" and that "there is no political will to bring them to justice". Rwandans continue to prosecute those responsible for the crimes committed in 1994 until today and hold France and Belgium "partially responsible", which had made no effort to prevent these crimes. On April 6, 1994, an hour after the plane crash of the Rwandan president at the time, Juvénal Habyarimana, belonging to the "Hutus", a genocide had started against the Tutsis. The RTLM radio of the "Hutus" had played a major role at that time in inciting hatred and hostile acts, calling the Tutsis "cockroaches" and calling for their elimination. The withdrawal of UN forces from the country during the 1994 massacres and the continuation of military aid from France for the benefit of the Hutus had increased the genocide operations. Colonization and ethnic discrimination Belgian colonization in Rwanda (1922-1959) favored Tutsis. It had adopted a policy of ethnic discrimination between the components of the Rwandan people, through the attribution of identity documents specific to each group. This had provoked a certain hostility in terms of political competition. The Hutus had denounced the ethnic discrimination practiced against them and the privileges granted to the Tutsis, in a ten-page press release published in 1957. In 1959, the Hutus removed the Tutsi King's regime, which sparked acts of violence between the two tribes and led to the flight of almost 100,000 Tutsis from the country. Between the years 1963 and 1967, thousands of Rwandan Tutsis had decided to return to Rwanda and were the victims of a massacre, killing nearly 20,000 people, while nearly 300,000 people were forced to move. Arming of the Rwandan National Front The Tutsis in Rwanda had created the Rwandan National Front in 1987, installed in the country from 1990, it began its armed operations and managed to take control of regions in the north of Rwanda. The national front continued its armed struggle until 1993, when the Arusha Peace Agreement was signed with the Hutus. However, following the crash of the Rwandan president’s plane, the implementation of this agreement had been suspended, without the actual cause of the accident being known. An exchange of accusations took place between the two parties, without either admitting responsibility for the crash. Reduction of the UN peacekeeping forces The Hutus carried out their first attacks against Tutsis in the Kigali region on April 6, 1994, before these attacks spread throughout the country. Counter attacks were launched two days later, on April 8. On April 9, the United Nations evacuated Western citizens and reduced the number of peacekeepers from 2,500 to 250 soldiers on the 21st of the month. The number of victims had risen to nearly 200,000 on May 12, 1994. The UN, however, avoided using the term “genocide” and replaced it with “violations of international law that could lead to partial or complete elimination of an ethnic group ”. The Security Council decided on May 17 to ban the sending of weapons to Rwanda. Later, towards the end of the month, the UN Secretary-General announced that the number of victims is estimated between 250,000 and 500,000 civilians. The protection of criminals by France On June 23 of the same year, France launched "Operation Turquoise" with the aim of creating a secure area to protect refugees in the southwest of the country. However, instead of ending the genocide, France has provided arms to Hutu extremists. Not really- British schools don't really tend to teach about their colonies let alone France's! It's all good and well teaching us about Elizabethan England and Medicine through time in history but we do need some elightenment when it comes to this sort of thing.

The Honourable Romeo Dallaire, the Canadian who was the Force Commander (Major-General) of UNAMIR, the United Nations peacekeeping force for Rwanda between 1993 and 1994, attempted to stop the genocide. The UN attempted to negotiate with the Hutus in the Rwandan army and with Juvénal Habyarimana, a Hutu who was president at the time, and with the Tutsis. Dallaire’s warnings to the USA & the world fell on determinedly deaf ears. US intelligence knew and stood back, not the United Nations.
