You need to make the connection to the forks articulate so the mower stays flat when you turn the handlebars. I can't wait to see how you solve this one.
Great project. I have thought of doing this with a bicycle, but realized you couldn't get it going. I think an electric motor, with a lot of low end torque might work better.
