It’s also NVL to say, “Yeah, if you get run over at high speeds or blown up you can always sue.” But, what if I die??? I can’t do anything then. This legal precedent doesn’t take into account the idea that people can succumb to injury. They just expect you to wake up and sue.

yeah! That's why it was specifically stated that they must use "reasonable force" and the judge refused to say clearly what was reasonable force was so that it could be debated in RP. "An individuals expectation of safety is still to be considered when using these methods, in accordance with standard use of force protocol Law Enforcement Officers follow" that means that someone on a high mobility vehicle (as exemplified in the law) THAT INSERTS THEMSELVES into an active chase, are inherently acknowledging the risk and forfeit their right to sue for unjust force, if it isn't a situation where they get plowed down at 100 mph (if they do, that is a fundamentally different thing that this caselaw has left open to be prosecuted) . so if you decide to perma your character or decide to sue for however much they sued for, when you insert yourself into a chase on a motorcycle (or jet ski as this ruling that became case law was specifically about) and get bumped off, at a "reasonable" speed (that has yet to been decided, allowing rp to happen) that's on you

@@henrymoller3332 I understand your argument, but I’m taking issue with the way these decisions seem to be made with only nonlethal end results in mind. It’s more of a role play/immersion concern on my end. Why should we assume that a 90mph pit off of a motorbike wouldn’t kill someone? Why should we assume that people involved in high speed accidents caused by strategic pits will ever be able to carry out that court case? That’s why it feels NVL to me. It seems like we’re downplaying the physical risk in these scenarios. Also, it’s not always about deciding to perma your character. Some players have strict rules for that stuff and it’s not always obvious when it’ll happen. I think it’s a better practice to implement case law under the assumption that anyone can die from anything. I don’t think it’s wise to introduce laws that purposefully up the danger on situations and then RP adjusting them after someone miraculously survives a near lethal chase and sues. Did that make sense? I tried to explain my thoughts on this, but they can get a little tangly.

@@ryanne.5172 Maybe i overstepped, i didn't mean to imply that 90pmh pits against a bike were okay, i don't even honestly think 40 mph pits on a bike are okay, but they left that to be decided in RP. Also, we shouldn't think that they would be able to carry out that court case, because they wouldn't. In my opinion this paints the picture for future abuse of force cases that directly arise from the vague "reasonable use of force" argument. Also, I understand your agrument of strict rules of perma'ing but if this is big enough to meet those rules, then it is big enough to see heads roll because of it. If someone dies from this it will be a hard argument to make that one used proper force because someone died, what could the cop responsible have done to prevent that and if it is their fault, because they were found to use improper force,then they would be fired. But they have to RP it all out so this is nothing but setting up future RP

I don't know why laws are being made and passed when there is literally nobody in charge of the city at the moment. There is no mayor he has disappeared and hiding from impeachment. They tried to impeach the deputy mayor also.

what happens when a city law allows you to break a server rule? like this law specifically allows cops to VDM and kill crims, which is against server rules? Next they should write a law that allows you to listen to the voices in your head (viewers) to gain information that you otherwise wouldn't have, and be valid in a court of law.

VDM is not "you hit me with a car", it's doing so with zero roleplay. Presenting an entire police chase IS the roleplay, there's reasonable RP behind the pit the same way a cop pitting another car isn't VDM

Irl cops don't do this. However, I've seen a bike pursuit video of GSP (Georgia State Police) stopping in the middle road and bike rider hit the brakes, wheels locked up and the bike slid and hit the front fender of the car, but the rider was fine. This will eventually lead to straight pitting of bikes, and it's going to be abused.

They do and dont. They tap bikes, similar to pits. But also if deadly force is authorized they can use their vehicle as a weapon. But the bike pit thing is rare. On nopixel they aren't going to do small bumps or treat it like a bump they're just instantly going to run the person over.

In a way NoPixel is more so emulating a hollywood movies' interpretation of real life, and not actually trying to recreate real life. So I really don't see anything wrong with cops having a tool to deal with bikes/jetskis now (it was super lame when crims could just hop on a bike/jetski and be untouchable until they ran out of gas, it was super boring, anti-climatic, and a waste of everybodies' time). Since people don't actually feel the pain of their injuries in NoPixel, the line of what is acceptable force can be very clearly drawn at whether or not the suspect was incapacitated. So any cop attempting a maneuver that will basically guarantee injury just needs to make sure that they are doing it gently enough to avoid the possibility of death.

Honestly, this is a situation where the law is sensible but the boys weren't allowing Angel to speak; so, they only heard themselves and their concerns and got frustrated with their own opinions. The point of the new position (from what I briefly saw: being discussed, during a shift announcement) is about keeping police held accountable: providing justice, when it previously would have been ~impossible to get a case pushed. (Angel will hear/procecute cases from LEOs and crims, to press charges against bad policing) The whole point that they wouldn't listen about is: a judge is meant to interpret whether the letter AND spirit of the law apply to a given situation. So, as mentioned: there needs to be a vagueness to the way it's written [initially]. Why? Cops have already been hitting people with varying degrees of severity; this 'new' law doesn't inherently change the fact that wrong is already being done by police. The law makes it a formal matter and allows people to understand: the DOJ recognizes that this behavior occurs (as opposed to just allowing it to be deemed ~typical police behavior ). Once someone gets hit, excessively, they now know that they can go to Angel and press charges against the officer [moreover, it will be taken seriously, assuming it's not frivolous]. Once a case comes to court, the judge can interpret the circumstances and set a precedent for what "reasonable" represents: in that situation. The whole merit of the supreme court (in the US) is to provide a final say: as to whether the spirit of the law applies to a given case; if they feel the spirit of the law doesn't apply, but the letter of the law seems fulfilled, the supreme court can add, remove, or adjust the "stipulations": so that the law becomes more firmly established. It usually becomes a well known case law, used for future cases of a similar nature. This really is a good law that favors crims (in the long run), but can easily be twisted to seem bad, at first glance (because it hasn't yet been given precedent in court).

Koil mentioned something about how Judges may be allowed to use Twitch VODs in specific circumstances as a way to punish characters in character instead of having everything handled with OOC bans and suspensions. Obviously, you don't want to use the VOD unless absolutely necessary, but if its just a he said, she said about what speed the cop was traveling at when he crashed into a suspect then you kind of don't have a choice but to verify that claim using meta, especially in instances that would have otherwise been handled OOC using the NoPixel suspension and ban rules.

I think people need just chill and watch what is about to be done. Look reasonable cornwood hit the person going basically nothing in terms of speed. If a bike is sitting still then you would possible use the vehicle to knock the person off. The argument is actually stupid saying it’s okay for pd to knock you off going maybe even above 50 which as long as they have a bike vs hey a light tap to knock someone off. I see the thing says reasonable and if cops think they can just slam into people then that creates rp and criminal cases against them that will 100% be follow through with. Even lying doesn’t change the injury report right which provides medical rp. Just people need to chill.

Generally if ppl are using bikes for escaping they are doing it because they are in a high stakes situation, it doesn’t matter if you win your case and get like 50k from it. Because the damage is going to be far worse. Very rarely will there not be other charges and the crims are just going to have to eat it with little to know defence other than just don’t get hit. +80k charges, jail time, losing your illegal items, and putting others in your gang at risk of getting beat if they try and save you. Then after all of that if you were doing a heist or murdered someone that could potentially be another +50k lost on top of that. Then even after all that, the are all the other strict laws that will continue to compound the punishment, felonies potentially ruining clean peoples businesses, raids on properties, VAP points, the list goes on. And sure, Angel might judge in the crims favour majority of the time, but what about all the other justices? You are not going to get her every time and many judges are very much letter of the law and not spirit of the law, and will absolutely eat up any defence the cops may have over a criminal. Simply because they think crims are always going to lie and cops will always tell the truth. I understand I can promote rp and that can be good, but the laws and the court system are currently so fucked up right now that I see it coming up as an issue that blocks people from doing other creative stuff more often than it promotes. Even the cops are going to get fucked by this, specifically opal, aka pd’s main bike cop. This law only encourages crims to fight back in kind, where normally they would avoid bike cops even if they are on your ass, now crims are going to seek revenge from being rammed and crushed by the pd and do the same to them. Same thing happened with high speed pits/ramming.

How are people complaining about this? You got people swapping to 3 bikes in the subway 5 minutes into the chase with no counterplay. Its like you guys would complain about PD opening PBS 3 minutes into the chase, its just not fun for anyone. Although it would be smarter and easier to just forbid bikes for chases.

Not really. For some reason (obvious meta corruption, where he is letting his cop character influence the decisions he makes on his Chief Justice character) Crane wouldn't let lawyers bring criminal charges against cops. Plenty of lawyers have filed a case on the docket for criminal charges against a cop and it would just get immediately dismissed because only cops are allowed to do that. So for the most part, Angel's new role only exists so she can file criminal cases against police officers. Her role basically works as a buffer to make sure cops don't get drowned in frivolous lawsuits, so getting Angel to put a criminal case on the docket is like winning a private court case since the lawyer has already convinced one Judge that the lawsuit is worth pursuing. She will probably operate more like a consultant for the lawyers that are actually doing the work to bring the criminal cases to trial. In a way its exactly like how the cops were conflicting judges by calling them up to ask for input on which charges they should push onto a suspect. The cops used that as a super power because it conflicted the judge making it hard to get a bench or docket trail scheduled, and then if it ever gets to trial they would very rarely lose a case where they had already okay'd the charges with another judge. The main difference is that they are giving lawyers a specific judge that they are allowed to conflict and ask questions to pertaining criminal cases against cops. The good thing is that this could give some "teeth" to things like the civilian oversight board. All Angel has to do is greenlight a couple criminal cases against cops that succeed in court, in order to get high command motivated to discipline/teach their officers before things turn into a bigger incident. I imagine this could likely result in high command suspending any officers that get a criminal case filed against them, due to them being able to trust that if Angel is pushing it, then it must have merit. I also think it might help prevent some of the potential loopholes that high command could have tried to do, like making all reports pertaining to a criminal case into an internal investigation making it impossible to FOIA. Since Angel is a Judge she will probably be able to see those reports and verify whether any of the information is useful, or sensitive information that needs to remain as an internal PD document.

She ruled against pd several times this is just one of those things cornwood was basically going nothing in terms of speed so the call was made since he was going nothing it was fine. Basically what cornwood did was reasonable while if an officer decided to slam into someone at 50 it’s not.

Well you have crims to thank for this. They are the ones who decided to use bikes and jet skis to the point Cornwood felt it was necessary, then took their case to court and lost, which set the precedent. If they just moved on and didn't cry about literally everything then this would never be case law.
