is there a big difference between 2.4-3.2 Ghz processor frequency when playing games and streaming?

hey,cool video but I need help,which is better to buy now for gaming and for university,Lenovo Legion Slim 5 with ryzen 5 7640HS and rtx 4050 with 16gb ram 5600mhz or Lenovo LOQ with I7-13650HX and rtx 4050 with 16gb ram 4800mhz? the dilemma is that legion has 240hz but loq has 165 hz,but loq has a better cpu but legion has 5600mhz and for me i dont know what to buy,at my store these are the variations and for my buget,please help
